{"id":2697,"date":"2018-06-24T13:44:40","date_gmt":"2018-06-24T11:44:40","guid":{"rendered":"https:\/\/www.ccomptes.dz\/?page_id=2697"},"modified":"2018-07-03T15:38:20","modified_gmt":"2018-07-03T13:38:20","slug":"presentation-of-the-8th-chamber","status":"publish","type":"page","link":"https:\/\/ccomptes.dz\/en\/audit-chambers\/presentation-of-the-8th-chamber\/","title":{"rendered":"Presentation of the 8th chamber:"},"content":{"rendered":"<div class=\"wpb-content-wrapper\"><p>[vc_row][vc_column][vc_row_inner el_class=&#8221;right-presentation-cdc&#8221;][vc_column_inner][vc_column_text el_class=&#8221;presentation-generale&#8221;]<\/p>\n<h3><\/h3>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">Under Article 10 of Presidential Decree n\u00b0 95-377 of November 20<sup>th<\/sup>, 1995 laying down the rules of procedure of the Court of Auditors, the Eighth Chamber is a Chamber with national jurisdiction whose fields of intervention cover the sectors of industry and communications.<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">These areas include ministerial departments responsible for industry and mining, tourism and crafts, energy and postal services, and information and communication technologies (central and decentralized or external services), the public institutions and bodies that depend on it, and the economic public companies (EPE) whose activities are related to the sectors covered by these ministries.<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 12pt;font-family: arial, helvetica, sans-serif;color: #000000\"><strong>Organization of the chamber<\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">According to Article 2 of the Decree of 16 January 1996 specifying the fields of intervention of the Chambers of the Court of Auditors and determining their subdivision into sections, the field of \u200b\u200bjurisdiction of the\u00a0<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">Eighth Chamber \u00abIndustries and Communications\u00bb is divided between two (2) sections:<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; The first section includes ministries responsible for industry, small and medium-sized enterprises, tourism and crafts;<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; The second section has jurisdiction over the energy and postal and telecommunications sectors.<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">But, in practice, the Eighth Chamber is currently organized in a single section that deals with all the sectors of activity within its field of intervention.<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">Portfolio of accounts:<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">The accounts portfolio of the Eighth Chamber is composed of central and decentralized departments of ministerial departments, public administrative institutions (EPA), industrial and commercial public establishments (EPIC) and public economic companies (EPE).<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 12pt;font-family: arial, helvetica, sans-serif;color: #000000\"><strong>\u00a0Central Services<\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">The field of jurisdiction of the Eighth Chamber covers the following four (04) ministerial departments:<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; Ministry of Industry and Mining;<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; Ministry of Tourism and Crafts;<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; Ministry of Energy;<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; Ministry of Post and Information and Communication Technologies.<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 12pt;font-family: arial, helvetica, sans-serif;color: #000000\"><strong>\u00a0Decentralized Government Services:<\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">The number of decentralized services under the ministries within the jurisdiction of the Chamber is 192:<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">* 48 wilaya directorates of industry, SMEs and investment promotion;<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">* 48 wilaya directorates of tourism and crafts;<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">* 48 wilaya directorates of the post and telecommunications;<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">* 48 wilaya directorates of energy.<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><span style=\"color: #000000;font-size: 12pt\"><strong><span style=\"font-family: arial, helvetica, sans-serif\">public administrative institutions(EPA):<\/span><\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">There are currently nine (09) public administrative institutions (EPAs) under the authority of departments within the jurisdiction of the chamber:<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; The National Agency for Investment Development (ANDI);<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; The National Agency for SME Development (AND &#8211; SME);<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; The National Office of Legal Metrology (ONML);<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; National Tourism Office (ONT) ;<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; Three tourism schools (ENST, INHT of Tizi-Ouzou and INHT of Bou-Sa\u00e2da);<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 12pt;font-family: arial, helvetica, sans-serif;color: #000000\"><strong>The National Institute of Telecommunications and Information Technologies and Communication (INTTIC) of Oran;<\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211; The National Institute of Post and Information and Communication Technologies (INPTIC) of Algiers.<\/span><\/p>\n<ul>\n<li><span style=\"font-size: 12pt\"><strong><span style=\"font-family: arial, helvetica, sans-serif;color: #000000\">\u00a0Industrial and commercial public establishments (EPIC) and public economic companies (EPE):<\/span><\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">The field of \u200b\u200bintervention of the Eighth companies whose activities are in the industrial and artisanal, energy and mining sectors, the SME-SMI, tourism and crafts and post and telecommunications.<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000\"><strong><span style=\"font-family: arial, helvetica, sans-serif\">Composition of the chamber:<\/span><\/strong><\/span><\/li>\n<\/ul>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">The Eighth Chamber is composed, in addition to the President of the Chamber and the President of Section, of six (6) other judges including one (1) high judge, two (2) advisers and three (3) auditors, three (3) Financial Auditors and two (2) chamber Clerks.<\/span><\/p>\n<p><span style=\"font-size: 10pt;font-family: arial, helvetica, sans-serif;color: #808080\">&#8211;
