Training organized by ARABOSAI

• Seminar organized in Qatar from May 24^th to 28^th, 2015 on quality assurance

A seminar on audit quality assurance was organized by ARABOSAI in Qatar from May 24^th to 28^th,2015.

The event was attended by Mrs. Souhila ZAGH and Mr. Rachid HAMIDI judges of the seventh Chamber.

The first session of this seminar was devoted to recalling notions of quality, quality control and quality assurance. Then the quality assurance function and the quality assurance unit were mentioned. Finally, quality assurance at the institutional level and the individual control missions were examined in more detail. The participants had to work on a practical case study in dedicated workshops.

• Seminar organized in Egypt from June 7^th to 11^th, 2015 on Performance Audit in the Electricity Generation and Distribution Sector

A seminar on performance audit in the electricity generation and distribution sector was organized in Egypt June 7th to 11th, 2015 by ARABOSAI. Ms. Rym HAMOUDI judge in the eighth Chamber and Mrs. Farouk LASSOUED and Noureddine REMIDI two judges of the Territorial Chamber of Blida participated in this event. The seminar focused on the following topics:

– General framework of performance audit in the sector of generation and distribution of electrical energy;

– Planning of the performance audit mission at this sector level;

– Performing a performance audit mission in this sector: budget planning, financial analysis, cost evaluation, environmental impact measurement, comparative performance measurement, overall quality;

– Audit reports on the performance of the sector.

• Workshop organized in Morocco from May 26^th to June 12^th, 2015 on the certification in assessing the implementation of the ISSAIs

Pursuant to the agreement signed between IDI, ARABOSAI and the Court of Auditors, a workshop comprising three training programs allowing participants from various SAIs to obtain certification in assessing the implementation of ISSAIs in the areas of financial audit, compliance and performance was organized in the Kingdom of Morocco from May 26^th to June 12^th , 2015. The workshop was attended by three judges of the Court of Auditors selected through an electronic test organized by INTOSAI Development Initiative, April 29, 2015, these are:

– Performance audit: Mr. Mohamed Kébir THABET AOUEL, Advisor at the Territorial Chamber Tlemcen;

– Audit of compliance: Mr Abderraouf BOUKHALFA, auditor second class at the 5^th Chamber;

– Financial audit: Mrs. Hassina MOKADEM, second class auditor  at the 5^th Chamber.

The themes were:

– General framework of INTOSAI standards;

– Presentation of INTOSAI Standards Level 2 (material independence, value and benefits of materials, principles of transparency and accountability, ethics, quality control);

– Popularization of tools for assessing compliance with ISSAIs;

– Practical exercises for using the tools for assessing ISSAI compliance;

– Control at the level of the public sector;

– The main principles of financial control / compliance / performance

– Assessment of the situation of the SAI in this area and drawing up the report on compliance with ISSAIs;

– Implementation Strategy for ISSAIs.
